THE PROPOSAL

1) Negotiate vigorously at EU level for scientifically sustainable quotas that reflect Ireland's fishing interests. Prioritise viable Irish vessels, coastal employment and transparent quota allocation. Ireland's estimated fishing opportunities

2) Establish a review of access to fishing opportunities, licensing barriers and support for smaller vessels. Improve access to safety equipment, modern gear and training, with special attention to remote coastal communities.

3) Develop a targeted, time-limited response to exceptional fuel-price shocks, subject to EU state-aid rules. Support fuel-efficient equipment and safer, more efficient vessels.

4) Encourage investment in Irish seafood processing, cold storage, packaging and export capability so more value and employment remain in coastal towns.

5) Improve harbour infrastructure, support sustainable aquaculture and seafood diversification, and develop fishing-related tourism and training. Link public investment to local jobs and long-term community viability.
